CleanRun Behaviour Change Initiative (BCI) for Reducing Emissions from Diesel Vehicles
This initiative is a unique component of the State's diesel National Environmental Protection Measure that is attempting to use education and engagement measures (Community Based Social Marketing - CBSM in particular) as a means to achieve real lasting behaviour changes and therefore emission reductions in the In-Service Diesel Vehicle (ISDV) sector. To our knowledge this is the first time this methodology has ever been used in this sector, or any similar sector.
The Department of Environment and Conservation's (DEC) goal is to work with stakeholders in Western Australia's ISDV sector to develop a campaign to encourage voluntary behaviour change that simultaneously helps the sector to reduce costs and improve environmental performance. Its focus is on changing behaviours by attempting to understand why some people adopt sustainable behaviours while others do not. The initiative is investigating the barriers to, and benefits of, changing identified behaviours, and will assist or encourage those who have not adopted these behaviours to do so. Two particular behaviours that have been identified as appropriate targets for our efforts are: driving habits (for example, idling, braking, loads, route planning, vehicle speeds) and vehicle maintenance. A survey and some in-depth interviews of drivers and fleet managers of light commercial diesel vehicles (LCVs) and articulated trucks (ATs) has been conducted to find out how they drive and maintain their vehicles. Data from this market research will allow us to develop a pilot project to trial the program. Feedback from this pilot project will then allow us to design a more effective program for targeting a broader portion of the ISDV sector.
